Joel Tunstall is a seasoned consultant and coach with an extensive background in commercial, not-for-profit, military leadership, logistics, and strategic and operational planning. With vast experience in project management and operational efficiency, Joel excels in translating complex objectives into actionable plans. His work has garnered him a proven reputation for driving results and bringing structure to chaos.
Joel’s 15-year military career, culminating as a Major, saw him perform duties as an operational leader, lead planner, as well as instructing at Australia’s Military Officer schools (Royal Military College – Duntroon and the Australian Defence Force Academy). Joel led teams from 10 to 1500 personnel, implemented and sustained international supply chains, managed budgets in excess of $100 million, and project managed components of the introduction of new technical equipment fleets to the Australian Defence Force, working alongside companies including Raytheon, Harris, and Elbit Systems. His service included working with NATO, the US Army, the UK Army, the PNG Army, and two operational deployments; Timor Leste and Afghanistan, the latter of which he served embedded in a U.S Army Divisional Headquarters and was awarded the U.S. Bronze Star Medal.
Since leaving the Army, Joel’s corporate experience has included contracts in various industries including public safety, retail, commercial, training, employment, and the Not-For-Profit sector. Joel has held Top Secret security clearance with the Government. His work at the Senior Executive Level includes his role as General Manager for a nationally recognised sporting goods chain, where he implemented warehouse system optimisations that secured more than $300k in budget savings in his first month within the business. As the Head of Partnerships, Strategy, and Engagement for a specialist medical centre, Joel aided in achieving sustainable growth to over 600 veteran patients with 200 new sign-ups monthly in 2024.
Joel’s tenure as an RSL Sub-Branch Director saw the Club increase welfare support to Veterans by 354%, whilst decreasing administrative costs by 18%, within a balanced budget. Within Surf Life Saving, Joel’s Directorships, including Secretary and Deputy President roles, contributed to the creation of strategic plans, a new 1 Club Model, complex HR solutions, and revising a 99 year old Constitution. This lifelong commitment to service drove Joel to found Harbour; a bespoke consultancy that couples refined operational and leadership strategy, with businesses and individuals wishing to reach their full potential.

Sam Peters is a highly accomplished and dedicated consultant, whose journey has been deeply influenced by his distinguished career in the Australian Defence Force (ADF). With a diverse skill set encompassing security management, leadership, and training development, Sam’s employment in the ADF, specifically as a Royal Australian Navy Clearance Diver, has given him a unique perspective on teamwork and systems optimised for excellence.
During his tenure, he engaged in critical security operations and specialised in underwater diving, mine countermeasures, and demolitions, displaying unwavering loyalty, self-discipline, and the ability to lead teams under demanding circumstances.
Post-service, Sam provided extensive, high level planning, implementation, and strategic advice to government on security, criminal investigation, and intelligence in his capacity within a Federal organisation. Sam also provides bespoke support to veterans navigating the complex compensation process as the Founder of Veteran Compensation Consultants, giving back to those who served.
